Report, number 13/BC, dated 7 February 1969, signed by Tu Thang for C109, M40, covers the general situation in Sub-Region 1 through 5 and Saigon Capital in January 1969. The document contains two parts. The first part deals with the enemy military operations, reorganization of low-level administrative structures, and police control measures. The second part outlines the friendly security actions. It reveals that in January 1969, 276 reactionary individuals were killed and 30 others captured by the security agencies of the sub-regions and Saigon Capital. In November 1968, the Security Section of Sub-Region 4 sustained 12 cadre killed in action, and that of Saigon Capital, two agents captured.
