Message, dated 8 Dec ((70)), from Thuong of an unspecified unit, to Luật, informs the addressee that the emulation congress that was to be held by 1740 ((possibly agency of VC Quang Ngai Province Party Committee, VC Region 5)) was postponed. Therefore, the emulators were not to attend the congress as previously prescribed. The addressee's district Party Committee was to immediately hold a meeting to select Outstanding Emulators in 1970 and send a list of their names to VC Military Region ((5)). A roster was also to be sent to the Emulation Section, ((VC Quang Ngài)) Province ((Party Committee)), not later than 10 Jan 71. Marginal notes, signed by Nguyen Hanh, reveal that Tien was to transmit this information to VC Mo Duc District, ((VC Quang Ngai Province Party Committee, VC Region 5)).
