Eleven members of the Party Committee, including Khue, Chief of an unspecified Arty Section and Quýnh, Arty Staff Officer ((of the 575th Arty Bn)) attended the meeting. The purpose of this meeting was to review the results obtained in a military training course. The document states that during this training course, all students were informed of the enemy ((FWMAF/RVNAF)) scheme of implementing the Vietnamization plan.
