Summarize
FK6 ((Sub-Region 6, COS VN)) was stationed. Subsequently elements of FK6 were driven away from their base areas. Other ((VC/NVA)) units also were told to leave the Go Mây, Có Mây and Giong Két areas. Various units and agencies ((of Duc Hue District)) were instructed to remain in their current bases. However, they were directed to avoid quarrels ((with the Cambodians)) and to move some of their facilities ((possibly to SVN)). Also shown are names of the following cadre ((of Duc Hue Security Section)), who were assigned to operate in Giong Ket, Ba Thu and Soc Moi: Tư Thanh, Ba Nhiên, Hung, Mi and Ba Đạo in Giong Kết area; Tám Khánh in Ba Thu area; Ba Nhu in Sóc Mới area; Tu Thuan and Hai Mao in an unspecified area. (C) Item 3: (1 page, photo; B-3) Photo, undated, from an unidentified agency, shows a ferry-boat about to start from the shore of an unspecified river ((possibly in NVN)). The ferry-boat carries a partly covered four-wheel howitzer towed by a track vehicle. Men in ((NVA)) uniform appear to be starting the ferry-boat. A caption reads "Vehicles enroute to the great front-line ((meaning en route to SVN))." (C) Item 1: (9 pages, typewritten; B-3) Report, classified ((VC)) "Absolute Secret," dated 20 Dec 69, prepared by the Security Section, Duc Hue District ((Party Committee, Sub-Region 2, COSVN)), outlines activities of the section during 1969. The report states that a total of 2,283 motivation sessions were initiated during which 28,877 persons, most of them civilians, were urged to observe security regulations. In addition, 99 law-enforcement teams composed of 2,583 persons were created among the population. It was further revealed that there were four villages ((unspecified)) well under ((VC)) control in Due Hue District, and that all of them were located along the ((Cambodian)) border. However, all ((units and agencies)) of these villages were "temporarily" stationed in Cambodia. During 1969, 183 "suspected" individuals were detained and "re-educated." Upon completion of a political indoctrination period, 137 of them volunteered to become civilian laborers. District security personnel consisted of 27 men. Additionally, there were 35 covert agents operating throughout the district and 28 security members of various subordinate villages. (C) Item 2: (3 pages, handwritten; B-3) Note, undated written by a member of an unspecified agency ((possibly security section)) in Duc Hue District, Sub-Region 2, records the agency's activities in Cambodia from late Jan until mid-Feb 70. It was stated that the situation in the Sub-Region 2 zone ((in Cambodia)) was "not very bad" as far as the relationship ((between Cambodians and VC/NVA)) was concerned. Nevertheless, a sum of 600 ((possibly 600,000 Riels)) would be used to "purchase" this area from ((Cambodian)) border defense elements. Such a plan was not likely to succeed, as this amount of money may be considered too small ((by the cited elements)). On 29 Jan 70, ((Cambodian)) soldiers came to the area.
