Directives, Headquarters, VC Military Region 7. Item 1: Directive 40/CT, dated 15 May 70, signed by Dang Quang for Headquarters of T7 ((possibly VC Military Region 7)), addressed to all subordinate units and agencies, contains an assessment of friendly ((VC/NVA)) victories during Phase 1 of the "Campaign" ((possibly 1970 Spring Summer Campaign)), and an outline of combat activity to be performed during Phase 2 of the Campaign. The Directive notes that, in accordance with Directive 07/CT of the Current Affairs Committee of NT ((possibly COSVN)), friendly forces in T7 were to: (1) Destroy and "disintegrate" ((meaning cause to desert)) a sizable component of enemy manpower; (2) defeat the enemy accelerated pacification program and population resettlement plan; and (3) consolidate and develop friendly forces at various echelons. Combat activity was to be intensified to commemorate 19 May ((Ho Chi Minh's birthday)) and 6 Jun ((the anniversary of the establishment of the Provisional Revolutionary Government of the Republic of SVN)). A note on the document indicates that this copy was addressed to Xuân Lộc District Party Committee. Item 2: Directive 11/CT, dated 16 Sep 70, signed by Do Van Liêu, Assistant Chief, Political Staff, ((VC)) Military Region 7, reproduced by Nguyên Thanh Phong, Political Officer of QD ((possibly Xuan Lộc District Unit)), instructs all subordinate units and agencies to take action in support of a diplomatic offensive to be launched by the friendly side ((VC/NVA)).
