Item 1: Message 20, ((VC)) precedence Top Urgent, dated 1 May (year unspecified)), from Tan of T7 (possibly Sau Tân, Chief of the Military Intelligence Section, Military Staff, VC Military Region 7)), to Tu Binh of J1 ((possibly Military Staff, VC Military Region 7)), states that as of Feb 69, there were 54 ((RVN)) pacification groups operating in Long Khánh and Ba Ria ((Provinces)), Thì Biên ((possibly Biên Hòa City)), and Thủ Đức, Long Thánh, Nhơn Trạch, and VC Duyên Hai Districts. In Jan 69, the ((RVN)) People's Self-Defense Force in Military Region ((7)) had 7,420 men, of whom one-third were equipped with weapons. There were two areas where People's Self-Defense Force units were well equipped, the Binh Già area, with three machine guns and nine light machine guns, and the Ho Nai area, with 755 assorted weapons. During the Spring Campaign ((possibly of 1969)), 2,779 People's Self-Defense Force members were disbanded. This number was incomplete because no reports had been received from the 9th Precinct and Thu Duc District.
