Circular 4, in Cambodian, dated 10 Feb 71, prepared for the signature of Phim, Current Affairs Committee, ((Red Khmer)) Eastern Region, Cambodia, addressed to subordinate sectors, instructs the addressees to take measures to prevent the people in friendly ((Red Khmer)) controlled areas from obeying the enemy ((Government of Cambodia)) order to exchange the present 500-Riel banknotes for the new ones. The enemy claims that the current 500-Riel banknotes were counterfeited by the Viet Cong. However, civilians are to be told that this is just a trick to solve their economic crisis by issuing new banknotes.
