Item #1 Directive, dated 2 Nov 68, prepared by the Command Committee, Phl ((poss Elm of Cu Chi Dist Party Committee, SR 1, COSVN)), prescribes the Commo-Liaison SOP to be observed by subordinate Sections and Units. The document reveals that P49 ((poss Mil Postal Sec, Cu Chi Dist Party Committee)) was to make daily contact with "T", LEN 515K, "C", LEN 516K, and Sections P40, Phl, Phh and LEN 520K of Q to exchange mail and to escort transients. The Organization, Enemy Proselyting, Propaganda and Education, Finance and Economy, Youth Association, Women Association, and Farmers Association Sections ((poss of the Dist Party Committee)) were to send their commo-liaison agents to P49 to received mail. These civilian agencies are not authorized to use "Flash" precedence. P49 would send personnel to the vill to deliver mail and escort transients and they would stop at the following vill relay stations: Cu Chi Dist Town, Tan Thong Hoi, Phuoc Vinh An, Tan Thanh Tây, and Phu Hoa Dong Vill in Area 4 and Thai My Vill. Commo-Liaison between the Dist Unit HQ and its subordinate units would be effected through the commo-liaison organizations of the villages where they are stationed. Enemy ((FWMAF/RVNAF)) prisoners and ralliers are not authorised to move along commo lines. The commo-liaison agencies will not accept uncensored personal letters. P49 also operated three permanent stations (coded Stations A, B and C). Station A was established in the area of Sa Nho, TLT ((poss Trung Lap Thuong Vill)), Station B in the area of Mit Nai, PT Vill, and Station C in the area of Xom Moi, AnT Vill. Copy of the document was sent to P40 and LBN 78,2312C and 78,2352C as a report.
