Message, dated 19 Jan ((71)) from Thai, Khu ((Area)) 2 ((VC Quang Da Province)), to Brothers Nam and Tung, reads in part as follows: "At present, emphasis should be placed on the improvement of friendly ((VC)) armed ((forces)), Party ((organizations)) and secret agents. I have only assessed the situation of four villages. I have not yet contacted the cadre of the other villages. I have also assigned my personnel to other villages to get information on ((enemy activities)). I think that the local village organizations must be consolidated because they are directly responsible for guiding the ((VC)) Revolutionary movement. The legal cadre ((VC cadre who have legal RVN status)) will not do anything if they are not guided by the illegal cadre ((VC cadre coming from VC areas)). The majority of ((VC)) local village cadre have displayed a fear of hardships. Furthermore, the friendly ((VC)) infrastructures have been short of personnel."
