Circular, dated 20 Nov 70, signed by Sau Bui for the People's Security Section, ((VC)) Ba Ria Long Khanh Province Party Committee, informs all subordinate districts and agencies of the recent enemy ((RVN)) establishment of the ((RVN)) "People's Intelligence Network" which was to operate from province to village levels ((throughout SVN)). All subordinate agencies were further instructed to keep track of these intelligence networks.
