Directive, dated 30 Oct 70, prepared by T7 (possibly Headquarters, VC Military Region 7), addressed to all subordinate units and districts, provides guidance on counter-pacification. The directive calls for rapid development of counter-pacification forces in various districts in the military region. These forces were to have both overt and covert elements. They were to stay close to the local population, regardless of danger and hardships. Covert and overt elements were to motivate the villagers to stage political struggles and demand to be returned to their native lands. Counter-pacification was to be implemented through rapid expansion of liberated areas in the military region by seizing control of several hamlets and villages, and disrupting the (RVN) administrative machinery by a gradual elimination of tyrants (GVN local officials).
