Letter, dated 23 Oct 68, signed by a Cadre, C10 ((poss Elm of SR 3, COSVN)), addressed to Sau Y, Chief of an unspec Commo-Liaison Station, reveals that San Y had recently established two stations to be utilised as guest houses for ((VC)) transient personnel and "CK" personnel ((sic)). Addressee was further instructed to recruit ten ((VC)) sympathisers in the local area. He was also notified that the Sender would arrive to meet him between 24 and 30 Oct 68.
