At the port, there is an average of five ships landing daily and at times as many as 11 ships. Sufficient gangplanks were not available for disembarkment; therefore, freight had to be unloaded in Ha Long Bay. The "May To" area and roads near the wharf are filled to capacity with imported goods such as trucks and tractors. Document also reveals that the enemy ((S)) destroyed all access bridges to the city ((of Haiphong)).
