Doc states that Nixon's success and Humphrey's defeat represent the failure of the US Government in its policy of waging a war of aggression in South Vietnam. The rising peace movement staged by the US population has compelled ((President)) Johnson to abstain from running for a second term, has limited the bombing in NW, and has brought an unconditional bombing halt on the entire territory of. The Thieu-Ky-Huong clique, upon learning of Nixon's success, expressed their happiness because they hoped that Nixon would escalate the war of aggression in. In the near future, Nixon will not follow the path taken by Johnson, acting against the aspirations for peace and termination of war of the Vietnamese, American and the world people. Whether Nixon or Humphrey had won, the fundamental objectives of the Vietnamese people continue to be independence, democracy, peace and re-unification of the country. The decisive factor which leads to these goals is the strength of the SW liberation forces. Therefore, if friendly ((VC/NVA)) forces continue to carry out violent attacks to wipe out many ((FAF/RVNAP)) units, eliminate every spy and tyrant, liberate many areas, and seize control of several towns and cities, Nixon will no doubt de-escalate the war and withdraw his troops from Vietnam.
