Letter, dated 27 May 67, by Ut p addressed to 9 Sanh, informs the latter that Ut hp could not attend the forthcoming Civilian Proselyting meeting which would be held at U/I District since he was very busy at A4 and overwhelmed by the low morale of Party and Youth Group members who planned to flee to the rear area. The sender recommends that Comrades 5 Viet and 5 Nghi would replace him at the meeting. The sender also reports that 12 and A4 were occupied by the CIDG and all Party members like Chung, Viet and Long have fled; thus, resistance against the CIDG could not be conducted due to lack of leadership.
