Summarize Document reveals that despite intense attacks conducted by the Allies on the economy of liberated areas, including the spraying of defoliant, farmers residing in VC controlled areas succeeded by tremendous efforts to maintain their agricultural production. In T2R II], farmers harvested 12 to 15% more than the previous crops. The agricultural production as compared with that of last year was insignificant. Farmers in T2 rehabilitated over 500 KM of irrigation canals, and people in 13 [R III completed 621 dams and improved approximately 500KM of dike intended to protect rice fields from salt water. In addition, R. 17, 12 and 13 conducted training classes for farmers association cadre and made efforts to improve farming techniques. In the last part of Document, COSVN Farmers Proselyting Section requests all the Military Regions to make special efforts to step up agricultural production by motivating farmers to increase the surface of their cultivated land and produce more rice and other cereals by improved techniques and better fertilizers. Emphasis should also be placed on the development of farmers' associations and awards to outstanding farmers. All Military Regions are also instructed to convene meetings for critiques on agricultural leadership in Winter - Spring 1967-68 for experiences which will be used to improve agricultural production in Winter Spring 1967-68.
