Being adjacent to Saigon and military bases of Nha-Be and Thu-Be and surrounded by strategic routes and waterways such as Long Tau and Bong Nai Rivers and Road #15, Long Thanh Dist is a critically important area. To protect Saigon, their military bases and strategic routes of communication, the US/RVNAF concentrated their efforts in conducting successive sweep-operations in the Long Thanh area in an attempt to repress the people's movement. But, supported by people's struggles, the VC armed forces resisted strongly and succeeded in inflicting heavy casualties and damages to the US/RVNAF. The VC, however, also sustained a number of cadre and guerrillas killed or wounded, and their areas of activity and movements were limited. Therefore, to safeguard the VC forces and enable them to cling to their areas of activity and continue attacking the enemy [US/RVNAF], [Long Thanh Dist leading agencies] should be re-organized immediately to fit the new situation.
