Chinh was born in, 1949 in Phu Xuan Hamlet, Cat Tru Village, Cam Khe District, Vinh Phu Province, NVN. He enlisted ((NVA)) in Jul 68 and started infiltrating ((SVN)) with ((Infiltration)) Group 450 in May 69.
