(C) Plan, dated 8 Oct 69, with the signature block of Tran for T8 (possibly of Phu My District, Binh Dinh Province, Region 5), outlines instructions for the consolidation of hamlet/village administrations in Step 2, Phase 2, during the period 15 Oct to 30 Nov 69. The main purpose of his plan is to raise the morale of friendly (VC) personnel, to consolidate existing organisations, and to establish hamlet/village administrations in liberated (VC controlled) areas. The Party Chapter will be used as a center to improve all organizations and to build up the liberated areas. All Party members are required to thoroughly execute newly assigned tasks to eliminate the fear of hardships, peace illusions, individualism, conservatism, and evasion of duty. The Party is also required to exercise effective leadership to motivate the people to participate in the three-pronged attacks for annihilation of tyrants (possibly mesing RVN officials), destruction of (RVN) local administrations, and gaining control of the population.
