The document states that after studying Directive 26 of C112 ((possibly COSVN)) and resolutions of Ti and FT ((possibly VC Region 3 and VC Ca Mau Province Party Committees)), all members of the Political Security Sub-Section understood the enemy ((FWMAF/RVNAF)) scheme of implementing the Vietnamization plan and promised to accomplish the following tasks to support friendly counterpacification operations in Jan, Feb and Mar 71: (1) Investigate the patterns of activities of enemy spies including policemen and public security agents, reactionary religious followers, dossiers on individuals to be suppressed; (2) each reconnaissance agent was to suppress from five to ten enemy officials; (3) reconnaissance agents in the fringe area were to coordinate with armed units to conduct one or two attacks and kill from one to three tyrants ((RVN officials)); (4) all reconnaissance agents were to coordinate with local force units to uncover enemy spies and to provide security to friendly ((VC/NVA)) units, agencies and depots; (5) the Province Political Security Sub-Section was to recruit from five to seven additional reconnaissance agents, and (6) each base reconnaissance agent was to recruit from three to five secret agents, and each strategic reconnaissance agent, two or three secret agents. The document reveals the following personnel strength of reconnaissance units: The Base Reconnaissance Unit, nine men; the Mobile Reconnaissance Unit, six men; the Corridor Reconnaissance Unit, four men; four reconnaissance agents in charge of attacking main targets; four reconnaissance agents in charge of attacking cities; two reconnaissance agents in charge of collecting information on religious followers and one reconnaissance agent in charge of providing security for an entry and exit point.
