(C) Personal Letter, dated 30 Oct 68, signed by Nam Hong ((title and unit unspecified)), addressed to his wife residing in Mo Gay ((Dist in Ben Tre Prov, MR 2)), reveals that Nam Hong would be unable to return home until after the forthcoming "Tet" Holiday ((approx mid-Feb 69)), due to the increasing workload he had to assume. Sender further disclosed that the US was going to order a complete bombing halt over NVN and would start negotiating with the NFLSVN. This would mean that the enemy ((FWMAF/RVNAF)) would concentrate his airpower in South Vietnam, before the end of the war. He warned his wife not to move to Mo Cay or Ben Tre ((Prov Capitals)). Instead she should have her underground shelters consolidated, because an "imminent full scale offensive was being planned." Sender next pointed out that this Offensive would surpass all previous Offensives ((in SVN)) in importance and magnitude. As a result, he advised an older sister named Chin not to proceed with her son's marriage plans at this "crucial and dangerous" time. He recommended that this marriage be postponed until after "Tet", because a truce may be attained by then.
