The council must consist of one chairman; one vice-chairman in charge of finance-economy and military affairs; one member as secretary in charge of information, education and cultural affairs; one member in charge of war invalids, public health, and social affairs; and one member in charge of security. The People's Liberation Village Council must encompass personnel from all branches and associations in the village. Document also indicates that leadership should be effectively exercised over political struggles and troop proselyting actions aimed at ((RVN)) rural development personnel, and local administration personnel.
