Item 5: (1 page, typewritten; B-3) Circular, dated 27 Mar 70, signed illegibly for the Chief of Staff, Boan 61C, states that to improve security procedures along ((VC/NVA)) communication routes and in bivouac areas of units ((of Boan 61C)) and to prevent enemy ((FWMAF/RVNAF)) attacks, cadre were to carry weapons while on TDY and tightly control communication routes and bivouac areas. Troops were prohibited from fishing during the day and searching for fruit within 100 meters of bivouac areas. The document states that security regulations concerning smoke and fire must be strictly observed, and that relations with local residents were to be limited.
