Cutline of a plan, dated 30 Oct 67, prepared for the signature of Nguyen Van Kiem, Chu-Due Dist Unit Ldr, prescribes military actions to be carried out by various subordinate units and agencies during the 1967-1968 Winter-Spring Campaign. The document first states that the enemy had increased military activities in the areas of Hac Dich, Phu My, and Ngai Giao Vill and along the section of Route #2 between Suci Ram and Nui Dat, in order to establish a security belt for the Southeastern area of Saigon, Cholon, Cap Vung Tau City, and Bien Hoa Airfield. Such actions created, the document states, difficulties for the activities of units and agencies in Chau-Due District, particularly the communication between villages, districts, and provinces. The document anticipates that the personnel strength of the "Puppet Army" will not be increased to conduct operations in various large areas to assure security for some strategic areas. However, the document also anticipates that they would still be capable of conducting military actions in the area east of Route #2 in Hac Dich and of blocking NC7 entry and exit points. In regard to the Na situation, the document discloses that the District would be hindered due to the shortage of funds and necessary equipment; however, these difficulties could be overcome by close coordination in military actions with other NC7 units throughout MR 17. Concerning the area of operation, the document states that 121/VT poss Village in Chau Duc District was selected as the main area of operation; and the area of Tam Long Village, section of Route 2, Poss Route #27 at 127/VT poss Village and Section of an 171 route between 135/VT and 139/VT [poss Villages in Chau Duc Dist7 was considered as the alternate area of operation. This area was also divided as follows: 1/Route 15: three Sqd, one Engr cell, and a Mortar Sub-Section of C.lil poss Chau Duc District local Co.7. 2/ Tam Long Village area: one Sapper & Recon Cell and three Sqd of C.41. 3/127/VT area: two guerrilla Sqd and one Recon Cell with the coordination of a Bin Prov Recon elements. The document further discloses that this phase of activity should be carried out from Nov to Dec 67. Criteria to met by subordinate units and guncing were prescribed as follows: 1/ Liberate nine hamlets: two of Phuoc Thai Village, two of Phu My Village, four of Hoa Long Village, and one of Duong Cung Village. 2/ Destroy and occupy Route #2 and 10 KM of Route #15. 3/ Annihilate 400 enemy personnel, destroy 15 armored vehicles, and down four aircraft. The document also discloses that during the winter and spring of 1967-68, 160 secret guerrillas and 200 militiamen were recruited.
