Circular, dated 26 Dec 67, signed by Hoang Hoa for K05, CK.25 poss Hoa Vang Dist, Cuang Da Prov.7, concerns the recruitment of personnel for activities in Area "A" Allied area 7. The personnel who are to be recruited by the cadre of various "K" must have a stable political background, must be imbued with hatred, rust have a high spirit to surmount hardships and have a solid connection with the revolution. They should be strong, active, and able to do manual labor. Worthy of rent on is that these men should have acquaintenances living leagally in areas controlled either by RVNAF or US so that they can stay in Area "A".
