Directive, undated and unsigned, provides guidance for the handling of captives and defectors. The document first explains the mentality of captives and defectors, revealing the instructions they received from their superiors prior to their capture, then teaches how to handle them. Assembly place for captives and defectors should be planned in advance by battalions and regiments before every battle. Subordinate units be kept informed of assembly place locations. Captive collection points in the front line must not be close to the CP, Forward Med Stations, gathering areas for Civilian Laborers, WIA's and KIA's; it must be 500m or 1,000m from the battleground for battalions and 2Km for regiments. Captives and defectors should be classified immediately after capture. Intelligence and Recon officers should be kept separate from others, then forwarded to the Bn captive collection point for interrogation. Afterwards, they should be sent, with their hands tied and eyes blindfolded, to the Regt captive assembly area.
