Besides the above requirements, subordinate localities were required to encourage their subordinate guerrilla members to improve themselves ideologically and to carry out their forthcoming activities in close coordination with the four-pronged attack tactic (military, political, military proselyting, and security); Guerrilla members should make maximum use of hit-and-run tactics, and should know how to force enemy troops to deploy thinly in order to prevent them from assembling to conduct attacks on their desired objectives. Guerrilla members were to produce rudimentary weapons and ammunition and retrieve hardware and explosives on the local battlefields. With the assistance of provincial cadre, one or two mobile training teams should be activated by each subordinate district and should be sent to give on-the-spot training for village and hamlet cadre. Criteria to be attained by subordinate localities during the second half of 1971 were to activate three cells with nine covert guerrillas in every Category C hamlet; four cells of 12 covert guerrillas in every Category B hamlet; four cells of 12 covert guerrillas and three squads of 20 to 30 militiamen in every Category A and liberated ((VC-controlled)) hamlet; one cell of three covert guerrillas, and three covert self-defense cells in every "white hamlet"; one B ((platoon)) of 30 village guerrillas in every strongly ((meaning with a strong VC movement)) disputed village; and one A ((squad)) of 10 village guerrillas in every weakly disputed village ((meaning villages over which the VC have little or no control)).
