Item 1: Directive 26/CT, dated 4 Feb 72, signed by Vo Duc Trong, a member of the Current Affairs Committee WT798740, DG.35120 ((possibly the VC Tây Ninh Province Party Committee, COSVN)), addressed to subordinate district Party committee and agencies of U ((possibly U5, aka the VC Tay Ninh Province Party Committee)), directs the addressees to observe the effects produced by the ((VC)) 10-point military proselyting policy which was published on 25 Jan 72, on various strata of the people in both the rural and urban areas, nonaligned factions, religious organizations, Puppet ((RVNAF)) troops and ((RVN)) authorities. The addressees were also to keep track of the reaction towards the ((VC)) 10-point military proselyting policy and the 8-point peace proposal offered by ((Presidents)) Nixon and Thiệu on 26 Jan ((72)), and they were to submit a report on the local situation to the Current Affairs Committee of U. After knowing the reaction of the people, the addressees were to actively develop the people's mood in a way to favor the ((VC)) political attacks against the enemy. While doing this, the addressees should place emphasis on the 7-point peace proposal proposed by the friendly ((VC/NVA)) delegation ((at the Paris Peace Talks)
